I completed Pokedex in Sinnoh and beat E4 got National pokedex.

picture 1 = not implemented it seems.original game u had to say yes to that npc to enter building

picture 4 = not implemented as well it seems.after u got national pokedex in the original game you were able to access that place.

You earn ribbons by doing contest. This building is pretty much useless you can buy 3 ribbons.

What type of contest and how can I take participate in them ?

You can do pokemon contests in Hoenn. Originally you could also do it in Sinnoh, but I believe it hasn't been implemented yet. You need a total of 10 ribbons on one pokemon to enter the building if I remember correctly. You can also earn ribbons without doing contest (go to the ribbon page of your pokemon data for infos on each of them).
