You can change regions with the same character when you get 4 badges in your first region, you just need to find the boat in the port cities of each region: Kanto: Vermilion Hoenn: Slateport Unova: Castelia Sinnoh: Pastoria If you're in a new region and you'd like to go back to the previous one before reaching those cities, you can talk to your mother in the first town. She sends you back. Everytime you start a new region, your pokemons will be sent to your box and you'll have a new level cap according to your progress on it.
