The entire point of the medic NPCs you battle is to have them fully restore you during a long travel through a location, such as Chargestone Cave.
Normally, "fully restore you" involves Power Points (PP), however those NPCs currently do not restore PP due to economy balancing involving shiny hunting and other forms of farming that would abuse the full restore nature of those NPCs.
This change is a very simple one that won't disrupt the nerf's purpose while still allowing casual players that aren't doing those forms of grinding to survive, only restore PP during the after-battle recovery.
Right now NPC battles reset every 6 or so hours from what I've been told, so allowing the medic NPCs you have to battle first to restore PP when they give that initial post-battle recovery should remain in acceptable ranges as almost nobody is going to go deep into a cave or wherever just to get 4-6 more Sweet Scent uses once every 6 hours, while it also simultaneously retains the original purpose of those NPCs for casual players that are just playing through the story that desperately need that initial HP and PP recovery.
