So a ROM hack or a fangame that does exactly this that there are many of? I worked on a friend's project that combines 7 regions in a story, you should check that out and see if it's released yet. Also, what's wrong with emulation?

I mean a way to make fr/lg, emerald and b/w look like how they look in pokemmo. Emulating the games looks nothing like pokemmo, have you emulated a gba game before? Playing fire red on an emulator looks awful, whereas the game looks great in pokemmo. I'm wondering if it would be possible for there to be a version which isn't online and simply adds the graphical enhancements pokemmo adds to these game, like it being in 16:9 and actually looking HD instead of a blurry pixelated mess like on an emulator. Also playing a DS pokemon game has two screens, obviously, whereas pokemmo has small menus overlay onto one screen.

So there is a rom hack or fan game out there which will make pokemon fire red change aspect ratio when you change the window size, is zoomed out, and has nice high quality textures, whilst not changing a single thing gameplay or story wise? Why have I not found any?

Have you actually searched? There's plenty of tiles rom hacks out there. Plenty of tutorials on how to do it aswell. Google is your best friend.
