It's working, the problem was the untradable heart scales, the NPC is at the right side of the poke center in Mistralton City. If i can't use the untradable heart scales, what is their utility?

The NPC in Mistralton City that remind a pokemon move for Heart Scales, is it working? I talk with her but nothing happens, am i missing something?( I have 2 Heart Scales in the bag)
