I can no longer use the cut I have when traveled to Hoenn from the ship. Is there any way to get cut again so I'm able to use it?

I got on in the morning and it was just back to normal, I don't know why it said it was locked then since it was during the initial story.

I can't find anything on the forum for a cool down after you battle the gym leader. I battled the petalburg city gym leader with my Pokemon at low hp and I lost. I figured I would just get the max heal and battle him again but now it says the door is locked. How long do I have to wait before I am able to challenge him again?

I have a Pokemon that can use the move cut. Since I went to the Hoenn region, is that the reason why cut no longer works on that Pokemon and I have to find a different cut in that region or is it just glitched?
