Are there johto pokemon in the playthrough of the Kanto region? Or are you only able to get them in the aftergame?

I understand that pokemon fire red is a childhood favorite, but It wouldn't hurt playing the same game but with graphics that pop out more from the map, also they can't really do anything for hoenn. But, it would be the same story, same characters and etc. In addition, maybe the new graphics can bring in new users, also I hate to sound unappreciative and stuff because I know a lot of the hard work that people put into programming this game and everything, but I think that unova has its own server, maybe they could do DS graphics for one server and then they could do GameBoy graphics for the other one,

Since Unova is the next region implemented and it heavily relies on 3D graphics, What if the Kanto Region of HGSS is used which also relies on 3D useage. Is there a chance in the near future that these graphics can be implemented?
