I dont see any harm in tours coming back, the reality was that even 32 player tournaments would fail to fill on active hours, but it still had a niche in the community. The only reason I can see for them to not allow them is tournaments being exploitable by friends who join this non filled tournaments to win trade for free shinies/rp, but that is still done to this day on other tiers aswell, just look at semis and above where people dodge/play metronome/etc on other tiers and formats, they just need to implement strict rules on it. Off topic, but velvet you'll soon realize the best thing you can do is ignore him.

I dont like a bunch of the examples that Azphiel showed like eel and chan, since at best those check venusaur and still wont consistently enter onto rocks + offensive moves a lot (ill confirm this with calcs as soon as im not on mobile) I do agree however that usage becomes a bit more limited when there isnt a decent setter on the tier and personally think venusaur strength isnt chloro set for NU. Was reading about 9tales dropping slowly, but I honestly think that if we get gen9 update anytime soon it might see new usage in UU and even OU since it will be getting a more supportive movepool and a way to pivot out.

You seem like you have close to zero experience in comp, with what you just said. You can check healthier and more active comp scenes that actually have legendaries enabled such as vgc if you want the official format, and smogon tiers for non official.

Why could they not have made it like some sort of raid battle like what exists on the newer gens, make it so that you get to capture one, and from there every raid battle you participate in, you get the IV mats, not only would it still be PvE and a guaranteed catch for everyone every season, but it would also allow pvp people to just get theirs and go on their life.

idk how you think this is in any way related to shinies, this effectively has value for competitive, while shinies are just different colored pixels that don't really change anything in the game. This mons are a necessity for comp players. Also the untradable suggestion etc, just showcases that you have very little experience to talk about it, you'll want multiple suicunes anyway for the multiple sets it has, and you'll also need maybe 1-2 more for doubles (or more), so no it also doens't really affect even those who just catch to sell.
