Why is "encore" marked as a banned move?

I am trying to understand it well. If I bring my 6 x 31IV Pokemon to that man from Lavender Town and ask him for making me HP Fire can he reduce some of stats below 30? Or he will hit the highest possible sum of them? Like 31/30/31/30/31/30. I am new int the forum, so I don't know if I am posting it in the right place. Thank you for help
