Why is this not a thing?

for years it was that way, and before posting this i spoke with jerryzoo who confirmed with me that its not working as intended and asked me to post this.

Since the update that was meant to effect low end balls happened it also effected the higher end balls like ultra balls. Previously if you got a ditto to 1-hp and put it to sleep you had a 100% success rate and that is no longer the case, it has taken as many as 5 ultra balls to catch one under those conditions. I believe it also effects other cases as well, currently i have done 6 safari trips where i attempt to catch chansey only and have not been able to catch a single one.
