The only possible way of owning a Dratini with E Speed is to acquire it as an Eggmove from either a Dratini, Dragonair or Dragonite knowing the said-move. So I'm pretty much afraid there is no way to do it without spending BP at some point (except of course if you buy it from GTL with E Speed already on)

Both are actually possible with Dragonite. But for the case of Dratini (and I was here ONLY talking about Dratini) you actually cannot learn E Speed via Special Tutor.
