May I ask how or where to get them? And darn I really wanted Cyndaquil :(

I just joined a few minutes ago actually and I just started playing the game, I got both the FireRed and HeartGold roms for the game. And just wanting to say welcome with also a few questions. 1. Is it possible to get any of the Johto starters? Like Cyndaquil, Chikorita, or Totodile? and 2. Is it possible to find almost any pokemon (from those two regions) throughout the region we play on? Thanks for your answers sorry if they sound lke stupid questions, but I couldn't find anything. Thank you!
