and this isn't mentioned in changelog because...?

I read that in Pokemon Emerald when player complete Hoenn Pokedex, Prof. Birch give away one of johto starters. Is this implemented or will it be implemented? And if, then i hope legendaries wont count, since no one knows when they will be obtainable.
