At least in my playthrough in the storyline of Hoenn, Double battles do not work. Whenever encountering two NPC's blocking a path, I would only battle one at a time. When walking between two NPC's, one would encounter me first, we'd battle, and then the second one would walk over after the battle ends. This makes the progression through the game significantly more simple, when the original game intends for these battles to be more difficult than average.
