I haven't play PokeMMO in a while, and just recently got back into it and was wondering... How do you unlock breeding? I know you're supposed to talk to the man outside the daycare, but he's not there for me? I'm playing in Unova and currently trying to beat Burgh, and I haven't seen the breeding man... Does he come later on? Any help would be great! Thank you ^^

I got a Water Stone from the dude in Castelia City, and I remember someone (it might have been the dude who gave me it) saying that you should wait until it learns a strong attack to evolve it, so I was wondering what level would be best to evolve my Panpour?
