Try a Sun or Moon Stone, you can get them from Celadon. If that doesn't work, then it's most likely still friendship based. Buneary starts with 0 friendship on catch normally so it would take ages to evolve.

I finally beat this with a Monotype team of every type :0 Gen 4+ Pokes were corrected on the hall of fame screenshot by me so I could remember the teams better.

Beat Moemon Mega with a team dedicated to every weather. The Gen 4+ Pokemon and the Castforms (bottom middle) were edited in the picture to be correct by me.

Just did a MonoButterfree run and it was a lot easier than I thought it'd be, didn't even have to grind. Quiver Dance + Sleep Powder is very good.

I think it's either using the Sun Stone or the Moon Stone for Espeon and Umbreon, and Glaceon and Sylveon replace Espeon and Umbreon in that patch, so save before using a Sun/Moon Stone and then see if it's the right one. You can buy Sun/Moon Stones from a guy inside the Cerulean City Pokemart, not the regular person behind the counter though.

You need to get the National Pokedex from the Scientist guy in the Pewter City Pokemon Center to evolve Pokemon that aren't from Gen 1.
