They still aren't the most competitive choice. There won't be any issues early on due to the level cap, and there's simply more competitive options than the low tier legendaries, even though they would require more training. I think in PvE if a player wants to play with legends they should be able to, it does not affect other players. If difficultly is the concern then maybe they can be excluded from gym battles. Some of these legendary Pokemon are used by battle frontier brains, and a Metagross, garchomp, salamance and others are definitely more useful.

Keldeo, and mew would probably be fine. The fusions of kyurem and the black and white box legendaries are the ones that I would me worried about.

Hi, I put this on the PokeMMO reddit earlier this week, but I figured I would share it here. I usually hate playing armchair game developer because I know how difficult it can be to develop and successfully balance a game, but I just wanted to throw in my two cents. While playing this game, I miss the end game legendary hunts from all of the games, and I miss getting to keep some of them too! I actually really like the solution the developers came up with by making some of the super powerful legendaries King of the Hill events, but even these aren't completely implemented yet. I really hope that the developers give the legendaries some love soon. Implement more King of the Hill events for other legendaries that are considered top tier that would break the PvP meta. The Pokemon listed below should all be limited to King of the Hill events due to the way they could effect the PvP meta: Genesect, Keldeo, Kyruem, Zekrom, Keshiram, Arceus, Shaymin, Darkrai, Giratina, Palkia, Dialga, Deoxys, Rayquaza, Kyogre, Groudon, Ho-Oh, Lugia, Mewtwo, and Mew The king of the hill encounters are also random as of now, I would love if they were static, and announced on the servers at random times so everyone rushed to take down the beast, and for Pokemon like Arceus, Shaymin, Deoxys, Genesect, Keldeo, and Darkrai, it would be awesome if they utilized their events in some way. For all the lower tier legends, I think they should be available as static encounters, or roaming encounters! Who doesn't remember completing the Regi puzzle in Hoenn? Who remembers finding the Swords of Justice in Unova? There's a lot of nostalgia here, these Pokemon do not break the PvP meta, and multiple versions of them exist. Encountering them in their original location, or meeting them in their original location and having the opportunity to meet them as roaming legends would be great. It's Pokemon, and we want to catch them all. Some of the lower tier legends I am talking about are The Regis, Latios and Latias, The Dog Trio, The legendary birds, Hetran, Cresselia, The Weather Trio, the Swords of Justice, Victini, Celebi, and Jirachi. Even if there is concern about PvP, I'd be happy if they allowed them to be captured and banned them from tournament battles., or even banned them from PvP all together. They're a fun part of the game, and I would appreciate if they gave more attention to legendaries.
