Hi there. I see that you are doing an interesting challenge. Here's one suggestion: You can start in Hoenn, because its the easiest region to defeat with the easiest champion. To make it more interesting, give your smeargle Status moves such as Accupresure, Calm Mind or Agility, and Stored Power as its main attack (you should only be careful of Dark types tho). Anyways, its just an idea

According to several sites, including Bulbapedia: From Gen 5 and onwards, Feebas evolves when traded if its holding a prism scale. The Gen 3 method of evolving Feebas into Milotic is frustrating and requires money (to buy Blue Pokeblocks from the GTL)
