Where do I find the Boss and how can I battle him?

I think we need a shake up in the Meta. Even though we have to wait for getting Hidden Abilities we could have some more options for having weather team. Currently for drizzle only Pelipper is viable, for drough we have torcoal. It would be nice to give some Pokémon the Hidden ability and change out some already existing. Having Ninetales or Politoad would be really nice to have and we would see some new Pokémon in the Meta.
