Using Sweet Scent at Kanto Route 15 (in the grass just past the Fuchsia gate), I found the following hordes: 5x Pidgeotto 5x Ditto 4x Bellsprout + 1x Weepinbell I didn't see a Venonat horde after a couple dozen tries, but that might've just been luck.
