What the gym leader of Unova said after you defeat them is that TMs can be used multiple times. When I used the TM work up, it was a single use. I’m not sure if that’s a bug or intentional because if it is, it’s extremely misleading.

I have played the black and white version and Sawk and Throh while version exclusive are both found outside pinwheel forest. I have been running around the grass for an hour an a half and have not encountered either of them.
